William's father died about 1892 when William was less than a year old. By 1893 his mother Dora Brown Bohanan was married to Francis Shepard. By 1900 Dora and her new family were living in Arkansas, Craighead County, Buffalo Twp. Dora and Francis had been married seven years and had three children, a daughter Willa M. born in 1895, a son Ralph P. born in 1857 and Edith A. born April 1900 in Buffalo. In the 1900 Arkansas census, William (age 8) is shown as a stepson to Francis Shepard.
Before 1910 the family moved to Oregon where they settled in Marion County, Quinaby Pct. By 1920 Dora E. Shepard at age 54 was again a widow raising six of her children. William the oldest was 28.
