By 1900 Dora and her new family were living in Arkansas, Craighead County, Buffalo Twp. Dora and Francis had been married seven years and had three children, a daughter Willa M. born in 1895, a son Ralph P. born in 1857 and Edith A. born April 1900 in Buffalo. In the 1900 Arkansas census, William (age 8) is shown as a stepson to Francis Shepard.
Before 1910 the family moved to Oregon where they settled in Marion County, Quinaby Pct. By 1920 Dora E. Shepard at age 54 was again a widow raising six of her children. William the oldest was 28.
