US Congressman. He attended Princeton College and later studied law and was admitted to the bar. He was elected to Congress from Maryland and served a single term, from 1805 to 1807. He applied for the position of Clerk of the House of Representatives in 1807, and that same year was appointed second Librarian of Congress by President Jefferson. He filled both positions concurrently, from 1807 until his resignation due to poor health in 1815. He then retired to the plantation of his wife's family, "Sweden", near Petersburg, Virginia, where he died.
