Irene was born to Jones and Stella Steelman on a farm near Mustang, Oklahoma, the second of their ten children. She grew up on a farm northwest of Pocasset, and attended Harold School through the 8th grade. She went to Minco for ninth grade, and then transferred to Pocasset High School, where she graduated.

On February 14, 1942, she married Charles Kennedy at Randolph Air Force Base in Texas. He also graduated from Pocasset High School.

They spent a couple of years in the late 1950's farming in south Texas, but spent most of their lives in Oklahoma. They bought a farm on the outskirts of Muskogee, Oklahoma, raised their daughter there, and lived there into their twilight years.

In 1968 and 1969, they owned and operated a restaurant in Muskogee. In the '70's and early '80's, Irene managed the Hilltop Restaurant in Muskogee, while Charles managed the Hilltop Truck Stop. Charles continued to manage the truck stop into the '90's.
