He was a son of the late Noah and Martha Ramey Adkins. Also preceding him in death was his beloved wife, Agnes Fleming Adkins, and 12 brothers and sisters.

Clifford was a retired coal miner for Youngstown Sheet and Tube at Dehue. He was a veteran of World War II, serving with the U.S. Army in Germany. Clifford enjoyed hunting, trapping, ginsenging, and raising a garden.
