US Congressman. He was born one of four children to William Irvin and Margaret Johnston Irwin in Penns Valley, Pennsylvania, and he was educated locally in common public schools. He moved to Curwensville, Pennsylvania, in 1820, and then to Clearfield, Pennsylvania, in 1826. In 1826, he married Elizabeth "Betsey" Bloom in Clearfield, Pennsylvania, and the couple would have one daughter together. He then made a living in the mercantile business and in the lumber business. He then decided to enter politics and he was elected as Treasurer of Clearfield, Pennsylvania, and served in that position from 1828 to 1830. He also served as a Member of the Pennsylvania State Senate and represented the 13th District, and the 23rd District for two terms from 1835 to 1837, and again from 1837 to 1838. He was also a Prothonotary (Principal Clerk of the Court) of the Court of Common Pleas in 1842, and Clerk of Courts, Recorder of Deeds and Register of Wills of Clearfield County, Pennsylvania, from 1842 to 1844. He then decided to run for a seat in the United States Congress and was elected. A Member of the Whig Party, he then served Pennsylvania's 24th District (Thirtieth Congress) in the United States House of Representatives from 1847 to 1849. He was not a Candidate for renomination. After his term in the United States Congress expired on March 3, 1849, he was succeeded in office by United States Representative Alfred Gilmore. He then served as a United States Marshal for the Western District of Pennsylvania from January 17, 1850, to September 3, 1850. Following his resignation from that position, he was succeeded in office by his brother William Irvin. He lastly served as a Delegate to the Republican National Convention in 1872. After his time in politics, he continued with his mercantile business and lumber business until his death. He passed away from apoplexy (a stroke) on March 20, 1874, at the age of 74, in Clearfield, Pennsylvania, and was buried in the Old Clearfield Cemetery in that city. His wife Elizabeth "Betsey" passed away on August 18, 1888, and is buried with her husband.
