Born in Whitechapel, London, England on 6 January 1866, Henry Arthur Slatter was the second son of John Slatter and Mary Shehen Slatter. The family struggled financially, and five of the children spent a bit of time in local poorhouses.

Still preteens, Henry and his two brothers (John Daniel Slatter and Albert William Slatter) were placed on the Training Ship Goliath, and then the Training Ship Exmouth, both anchored in the Thames in London. They all began their musical and military training there.

Henry served in the 1st Royal Fusiliers as a teenager, and then enlisted in the Grenadier Guards at age 20, still a musician. He married Alice Good in 1884 and they had 4 children: Arthur Albert Slatter, John Henry Slatter, Dorothy Florence Slatter, and William Matthew Slatter. After Alice's death in 1914, Henry remarried on 2 Dec 1918, to Kathleen Southwood Barnes.

Moving to Canada, Henry was bandmaster of the 72nd Seaforth Highlanders from 1911-1925. In 1933, he was chosen to head a new military band, the 15th Garrison Artillery Band of Vancouver, Canada. He died on 15 July 1935 in Vancouver.
