Born to John Slatter Sr. and Mary Shehen Slatter in Whitechapel, London, England. Before coming to Canada, he served in British Army, including in Shropshire Light Infantry as Color Sgt and Acting Sgt Major. Then he became director of music and bandmaster for the 7th London Fusiliers in Ontario, Canada. From Jan 1916-Jan 1919 he was LT in Canadian Railway & Forestry Details, 1st Depot Battalion, during WWI.

Brother of Captain John Daniel Slatter, prominent bandmaster of 48th Highlanders of Toronto. Brother of Henry Arthur Slatter, bandmaster of 72d Seaforth Highlanders, Vancouver. Married to Eleanor Marion Wilkinson Slatter, father of seven children.
