Velvl was born in 1935 in Mozyr, Belarus, to Mordukh Tumin and Khana Portnaya. He was the beloved baby brother of Josif (1917 - 2003), Yenta, Aron and Nisil.

Velvl was a victim of the Holocaust. He was 6 years old when he, his parents, his grandmother, his sister Yenta and brothers Aron and Nisil were murdered on the banks of the Don River in Ust Labinsky, Krasnodar Krai, in 1941, while attempting to evacuate. About 15,600 Jews were murdered in massacres and random executions in Krasnodar Krai between August 1942 - February 1943.
