US Congressman. He was admitted to the bar in 1914 and opened a law practice in Dobson, North Carolina. Folger was a member of the Democratic National Committee in 1936 and served as State Superior Court Judge in 1937. In 1939, he was elected as a Democrat to the Seventy-sixth and Seventy-seventh Congresses and served until death in an automobile accident. US Representative John Hamlin Folger was his brother.
