The Jewish immigrant arrived in Baltimore on May 14, 1914, where it is believed he linked up with his brother, Joseph. Soon afterwards the young man, just 18 years old, settled in Eastern North Carolina as a general merchandise retailer, having founded the HUB DEPARTMENT STORE with outlets in Manteo and Elizabeth City, NC.
By 1917, the 23-year old had come to Tarboro, Edgecombe County and opened his 3rd store, SHUGAR'S DEPARTMENT STORE, which remained in the family for over 75 years, relocating after it was destroyed by fire in 1950.
In that same year, he married Lena Light of Tarboro, daughter of Jewish-Russian immigrants and retailer, Abraham Light and his (1st) wife, Jennie Rebecca Adler (1872-1928).
The newlyweds first resided with Lena's parents on St. John Street, but by 1930 had moved to their own home at 310 Baker Street in Tarboro. The devout couple kept Kosher during the high holy days.
Phillip and Lena would be parents to 6 known children:
* Dr. Gershon Joseph Shugar, PhD. (1918-2004)
* Margueritte Shugar Brill (1921-2012)
* Harold Bernard "H.B." Shugar (1923-2009)
* Gilbert Lee Shugar (1925-1993)
* Evelyn Shugar Brauer (1927-2010)
* Gerald Rivers Shugar (1931-2009)
In 1950, a fire broke out in the early morning hours, starting in the men's department of Shugar's Department store on the 300 block of Main Street, Tarboro, destroying the store. Despite heavy losses, the family eventually opened another store.
Phillip Shugar died in 1972 at the age of 77. His bride of 55 years survived another 8 years, passing in 1980 at age 85.
