Howard fought in the War of 1812 with his three brothers. Howard Finley married Margaret Cooper in March of 1821 in Greene County, IL. In 1825 Howard settled n the Bunker Hill Township in Madison County, IL which later became Macoupin County, IL. The pole book for April 13, 1829 shows that Howard was a voter. He was on the first petit jury in the county. In 1828 he and family settled on land east of Carlinville. He built a house where they lived for several years. By 1840 they had moved to Madison County, IL. In 1849 while suffering with a fever, he died intestate and his estate was probated in Macoupin County, IL.
