Son of James Simpson Collins and Cyena Blaylock. James married Mariah Jane Collins on November 25, 1870. Mariah was the daughter of Major Robert Crume Collins (brother to James Simpson Collins). James Polk Collins was in the CSA, Company A, 3 Mississippi Cavalry, enlisted April 23, 1864, in Carroll County, Mississippi, and was taken prisoner. He was a private in the CSA, Robert's Company A, 3rd Battalion Cavalry Reserves. He was received as a Military Prisoner in Alton Illinois on January 17, 1865.

James was born ? on the Winona and Bellefontain Wagon Road one mile east of Lodi, Mississippi. At the age of 4, he moved with his family one mile east of the Winona and Bellefontain and the Bankston and Greensboro Road. He grew up to manhood gaining only a ordinary education, became a member of the Baptist Church. He was a Tanner by trade, but exhibited ingenuity in mechanical lines.
