William Dudgeon Hanlon was born on Inishfree, an island near Burtonport, County Donegal, Ireland.

He joined the Irish Constabulary and met his future wife on his first posting, in County Roscommon: William married Eliza Louisa Bingham on 12 Jul 1860 and emigrated with her shortly afterwards.

In New Zealand William joined the local police force and raised a family. He died 24 Apr 1911 aged 82 in Dunedin and was buried in Dunedin Northern Cemetery on 26 Apr 1911. This was a family plot he had purchased on the untimely death of his youngest son Herbert Cuthbert , in 1909. He was survived by his wife Elizabeth who was buried with them in 1917. His daughter Frances is also buried in this plot (died 1915).
