Sarah was the daughter of Dr. Ephraim Bowen and Lydia Mawney of Providence, Rhode Island. She was married on 28 October 1775 to Thomas Lloyd Halsey, who was a prominent merchant. Following Sarah's death, Halsey married Mary Smith. Sarah had two children, Thomas Lloyd Halsey, Jr. and Sarah Halsey.
