Born Tuesday, November 13, 1934 in Muncie, Indiana, he was the son of Selby Harney and Mary Van Horn Harney. He was the husband of Ellen Clark Harney.

Frederick Roscoe Harney was a Veteran in the United States Air Force. He worked at the Paving Company for 25 years after going on to retire. He is survived by his wife, Ellen P. Harney; daughters, Margaret Brannon and son-in-law, Brannon, and Betty Wright; brother, Clifford Harney and wife RuthAnn Harney; brother, Kenny Harney and late wife Kathy Harney, sister, Imogene Hurst and late husband Frank Hurst.

In addition to his parents, he was preceded in death by a daughter, Helen Harney; brother, Selby Harney and wife Pat Harney; brother, Billy Harney and wife, Clarice Harney; sister, Thelma Belt and husband William "Bill" Belt; sister, Phillis Aker and husband Jean Aker; sister, Dorris Martin and husband Lin Martin; sister, Mackie Burke and late husband Charles Burke; four grandchildren; fifteen great grandchildren; and five great great grandchildren.

A Memorial Service will be held at 12pm on Saturday, October 27, 2018 at the Bible Holiness Mission located at 1117 Allardt Hwy, Jamestown, TN 38556.
