Son of Martin Blanchard of New York and Zilpha Johnson of Ohio. Grandson of David Blanchard of New Hampshire and Lefa Loop of New York.

Charles was the husband of Lillie, and secondly, of Rose Mary Thomason, the daughter of George Washington Thomason of Kentucky and Margaret Jane Thomas of Missouri. They were married about 1889 and had the following children:

* Ordelia Blanchard 1892-1893
* James Eugene Blanchard 1895–1921
* William Henry Blanchard 1897–1926
