Son of Frank J. and Philomena Bolter, George was the second husband of the widow Mary Snow Willis (nee Autenrieth).

A fireman, and later locomotive engineer with the Southern Pacific Railroad, he and Snow are not known to have had any children of their own, but did adopt the only child of Snow's deceased daughter, Capitola Willis Briscoe.

George survived his wife by many decades and, after his retirement, moved to Portland. He remained very involved with his adopted daughter Phyllis and her children, regularly traveling from Portland to Roseburg for visits.

No obituary has been located for him. His burial at this cemetery has been confirmed.
