Eldest child of George Thomas Bolter and his wife, Julia B. Mahar, Frank was born in Northampton, Massachusetts. He appears there with them on the 1855 state census, recorded as 'Franklin' Bolter.

After October of 1856, his parents came west to Salem, Oregon where they were enumerated on the 1860 census with Frank and his brother, George.

In 1870, they were residing at Portland with Frank and his siblings.

On 10 Jun 1874 in Marion County, Frank married Philomena Moisan at her father's home. They settled in that county at Brooks, where he was a farmer and hops grower.

Frank and Philomena’s known children were: George Thomas, Frank H., Emily (Mrs. Clark Wheeler Decker), Alphonse “Alfred” Moisan, Ralph, Olive, and Ernest.

He and Philomena last appear in census records at Brooks in 1910.

Frank's burial place has not been confirmed, but is most likely in this cemetery where his wife and son Frank are interred.
