Frances was the 7th of 12 children of Daniel Kepple and Elizabeth Yerian of Westmoreland County, Pennsylvania.
She married in 1827 to George Stean Rhines.
In 1850 Frances was living with her son Andrew in Spring Creek Township, Elk County, Pennsylvania. In 1860 she was living with her daughter Caroline Gardner in Pittsburgh.
Besides the children linked below she had:
Sarah Frances (Apr 26,1843-Aug 1, 1844).
Julia Catherine (Aug 20,1845-Oct 18,1848).
