Son of David Billard and Sarah (Howell) Horton, husband of Mary Minerva Wells, whom he married on December 25, 1877 in Cutchogue, NY, and mother of Henry Osborn "Harry" (married Mabel Elizabeth Griffing), Mae Goldsmith (married Andrew Russell Brown), Hettie T. (married Wallace Bruce Merwin), and George Herbert Billard (married Marian R. Redhead).

In 1860, Thomas J. Billard, aged 10, was living in Southold, NY, post office Cutchogue, in the home of his parents, David Billard, aged 57, and Sarah Billard, aged 45, with siblings, Susan Billard, aged 16, and Sarah Billard, aged 7. His father was shown to be a farmer.

In 1870, Thomas Billard, aged 20, was living in Southold, NY, post office Cutchogue and Peconic, in the home of his parents, David Billard, aged 67, and Sarah Billard, aged 56, with his sister, Sarah Billard, aged 17. He was shown to be a farmer as was his father.

In 1880, Thomas J. Billard, aged 30, was living in Cutchogue, NY, with his wife, Mary M. Billard, aged 25, and son, Henry O. Billard, aged 8 months. Thomas was shown to be a school teacher.

Also living in the household was housekeeper, Katherine Farrell, aged 47. His son, Henry, was shown to be an ambulance driver for a hospital.

Obituary - Thomas J. Billard, formerly of Cutchogue, died at the home of his son and daughter-in-law, Mr. and Mrs. Harry J. Billard, at Southampton, on May 26. Mr. Billard was 81 years of age. Funeral services and interment were held at Cutchogue. Besides his son, Harry, he leaves a son, George Billard, of Babylon; and two daughters, Mrs. A.R. Brown of Patchogue, and Mrs. Hetty T. Merwin, of Brooklyn.

(Note: The marriage record for his parents show his mother's maiden name as Horton, however, her stone says Howell.)
