I. F. M. Skinner was the youngest child born to the union of Howard Skinner and Hannah Denham, who married about 1820. He grew up in Clarke County, MS where he married Josephine Snowden on June 7, 1866. By 1883, he and Josephine had settled in Winn Parish where they raised their family.

He was survived by his wife, Josephine Skinner, and six of their seven children. These included a son, Isom Marion Skinner, and daughters, Virginia Adeline Tarver, Nancy A. Mercer, Delia A. Skinner and Tinnie Skinner.

His reported ages in the 1850 census <12 years> and the 1860 census <22 years>, suggest he was actually born Jan. 4, 1838.
