During the year 1787, upon the organization of Huntingdon County, Frankstown, with other townships, was detached from Bedford and annexed to the new county. The first assessment of the township, as of Huntingdon County, was made in 1788, by Daniel Moore, assisted by Capt. Thomas Blair and Patrick Cassidy, an early surveyor. The original return has been preserved, and from it we learn that the resident taxpayers, and the kind of property owned by each, the single freemen, and the owners of unseated lands in the territory described were, in the year last mentioned, as follows:

Edward Milligan, horses, 1; cattle, 2; land, 200 acres held by location; value of property assessed, 126 lbs; State tax, 4 shillings; county tax, 2 shillings.

MILITARY: Pvt Capt Henry Black's Co under Major Robert Clugage's command

Edward was an avid Indian fighter, his father-in-law having been killed by Indians. He moved from what is now Juniata Co PA to Huntingdon Co PA. See references in History of the Early Settlement of the Juniata Valley, by U. J. Jones, 1856, Philadelphia, published by Henry B. Ashmead

Michael Hileman

Article of agreement made constituted and concluded the twenty second day of March A.D. one thousand eight hundred and ninteen by and between Edward Milligan Senr. of the County of Huntingdon and state of Pennsylvania of the one part and Michael Hileman of the County and state aforesaid Carpenter of the other part, Winesseth that the said Edward Milligan has this day bargained with and sold unto the said Michael Hileman a certain tract of land with the apurtenances situate in the township of Frankstown in the County and state aforesaid adjoining lands of Henry Lemer on South East of David Lenix on the north of Wm Smith on the northwest & Wm McKelop on the south, containing two hundred acres be the same more or less sfor which the said Michael Hileman agrees to keep the said Edward Milligan in sufficient clothing victuals and drink and medisines as the situation of the said Miligan may require as long as the said Miligan shall live & the said Hileman further agrees to keep a house creature for said Miligan as long as he shall live if said Milligan wishes to keep a beast so long. The said Edward Miligan further agrees on his part to give the said Michael Hileman posesion of said premises on the twenty third day March inst. and the said Miligan doth engage that the said Michael Hileman shall have by these presents a complete title for the same clear of all incumbrance at the decese of the said Miligan. In testimony of all covinents and agreements herein before mentioned & for the due performance thereof the said parties to thes presents do hereby firmly bind themselves their heirs executors and administrators each to the other in the penal sum of three thousand dollars lawful money of the United States. In testimoney whereof the have hereunto subscribed their hands and seal the day and year above written.

Personally came before me the subscriber one of the Justices of the peace of said County Edward Miligan & Michael Hileman parties to the within agreement & acknowledged the same to their act and deed for the purpose therein mentioned and desired the same to be recorded as such, Witness my hand and seal this 22d March 1819.
