US Congressman. Born in Weakly County, Tennessee to Theodore and Jane Wingo. Otis attended local public schools before attending Bethel College in McKenzie, Tennessee; McFerrin College in Martin, Tennessee; and ultimately Valparaiso College in Indiana. After college Otis taught school while he studied the law. He was admitted to the bar in 1900 and settling in De Queen in Sevier County, Arkansas. He opened a legal practice there. On October 15, 1902, he married Effiegene Locke. From 1907 to 1909, he was a member of Arkansas State Senate and taught school. He was elected as a Democrat to the Sixty-third and to the eight succeeding Congresses serving from 1913, until his death. In 1926, Otis was badly hurt in a car accident. He was unable to come into the office, and his wife became more involved, serving as the point of contact with his staff. Increasingly, he counted on his wife to be his support, and during his later years, she served as his secretary and assisted in much of his congressional work. In November 1930, his wife Effiegene Locke Wingo was elected as a Democrat to the Seventy-first Congress to fill the vacancy left by her husband's death from complications after emergency gall bladder surgery. At the time of his death he was 53 years old.
