Rebecca was the daughter of Henry and Sarah (Tyson) Fout. She was born in Upper Providence Twp, Montgomery Co. Pennsylvania. Her family moved to Virginia soon after her birth and settled near Capon Bridge, Hampshire Co. Va. (now WV). She married John F. Oats in Frederick Co. on Feb.13,1845. They lived in Hampshire Co. Va.(now WV) where John was a wagonmaker. They moved to Highland Co. Ohio in the early 1850s then to Page Co. Iowa. John farmed in Ohio and Iowa. Known children were;
1. Anna R. Oats,1847-1930, born in Virginia, married John Noble Beavers, 1845-1907.
2. Robert B. Oats, 1851-?, born in Virginia
3, Charles Henry Oats, 1856-?, born in Ohio
4. William S. Oats, 1862-?, born in Ohio
