The son of Virginia-born Daniel & Maryland-born Rosanna Parker, in 1850 he lived with his family in Guilford Township, Franklin County, Pennsylvania. The 1870 census lists his age as twenty-five, suggesting he was younger than stated.

A Civil War veteran, he enlisted at the stated age of twenty-four and mustered into federal service at Carlisle January 14, 1864, as a private with Co. C, 25th U.S. Colored Troops. He received a $300 enlistment bounty. He deserted from Camp William Penn, Philadelphia, March 27, 1864, but apprehended April 9, 1864, and returned to duty on May 8 without trial. However, he lost nearly six weeks' pay and $30 in arrest costs. He contracted scurvy while posted at Fort Pickens, Florida, and in January 1865, the army docked his pay $9.09 for lost or damaged equipment. He honorably discharged with his company December 6, 1865.
