Presidential Cabinet Secretary, US Diplomat. A veteran of the Civil War, he served with the Confederate Army from 1861 to 1865. After entering politics after the war he served in several government positions including the Louisiana State Attorney General in 1876, Judge of the United States Court of Claims in 1878, United States Secretary of the Navy from 1881 to 1882, and as the United States Minister to Russia from 1882, until his death in 1884.
