He came to Dixon, Lee, IL at the age of 19, and worked as a machinist until he enlisted in the Army on 26 May, 1917 during WWI. He went to France and earned the grade of Sergeant. He was exposed to gas, which was a common weapon using during the war. He spent a long period of time in a Veteran's Hospital and recuperated there until his recovery.
He became a patrolman for the Sterling Police Department in 03 May 1927 when he received that appointment from the City Council. His name was submitted to the City Council on 10 April, 1928 to become the new Chief of Police. Because his service was satisfactory, he received a unanimous vote from the Sterling City Council to be appointed as the Chief of Police. He proudly held this position for 20 years.
Curtis' story was featured on a radio show, "Gang Busters" around 1939 or 1940. The feature was about his involvement in the arrest of a local gangster they called "Handsome Jack Klutas".
