Garrard was the first child of John Long and Mary Haynes. He was unmarried and was a resident of Newcastle, Henry County, Kentucky when he wrote his will 16 Mar 1837. His will was proved in the same county 7 May 1849 and named as his heirs his brothers: John, James, Reuben, and his deceased brother William's son, James Aiken Long as well as sisters: Lucy Whittington, Frances Marshall, Betsey McDaniel, and Sally Clarke.
