Elgin was the son of George Edward and Grace Gladys Walden. He was raised on a house boat on the Colubmbia River near Kalama, Washington along with his eleven brothers and sisters. Elgin married Pearl Margarete House on March 21, 1941. Pearl's daughter Joann was adopted by Elgin. After Pearl's death Elgin married Eva Stella Stout.
Elgin was a true Christian and spent many hours reading and studying his Bible.
