Melvin was the first of three sons born to Samuel Ross and Grace Evelyn (Decker) Callihan. He was born at home on the family farm in Millwood. His education ended after one year of high school. Melvin then started his own trucking business. By 1940 he was trucking for the WPA.

Melvin married Madoline Irene West December 30, 1947 in Newport, Washington. He had no children of his own, but he raised two of his wife's children from a previous relationship.

Melvin was working at a sawmill in Spokane in September 1942 when he enlisted as a Private in the U.S. Army. He served four years and rose in rank to Sergeant. When Melvin was discharged, he found employment in a railroad roundhouse for a time. By the mid-1950's he was working as a carman for the Great Northern Railway.

Melvin had a difficult relationship with his wife and her children. His wife cashed in a lot of his bonds without his knowledge, and hid the money. It is thought that she put it in a bank account in Colorado, where her mother was living at the time. After his wife's death, his step-children tried to take his home from him and he had to spend a lot of money in lawyer fees trying to keep what was rightfully his. He was a very caring person with a big heart. He loaned money to a lot of family members, and was seldom paid back.
