The second son of John Marshall (about 1761-1806) and Catharina Truby Rohrer (about 1764-1806); husband of Phebe Perry (1803-1885); and father of Simeon Hovey Marshall (1824-1912), Sarah Marshall McGough (1827-1904), Isabella (Belle) Marshall Phipps (1830-1910), and Martha (Mattie) Perry Marshall Welsh (1834-1922). Samuel Marshall was a businessman, served as postmaster of the village of Foxburg, and is noted in his probate records and on his gravestone as "Esquire".

He was a grandson of Col. Christopher Truby and Sybilla Bauman of Greensburg, Westmoreland County, Pennsylvania; and of Andrew and Mary Eaton Marshall of Franklin County, Pennsylvania.
