The son of English-born James & American-born Mary (Willard) Clegg, in 1850 he was living with the James Michener family in New Garden, Chester County, Pennsylvania. In 1860, he was a carpenter residing with his mother and several siblings in Bloomfield Borough, Perry County, Pennsylvania, where he apparently remained for the rest of his life. He stood 5' 6" tall and had dark hair and dark eyes.

A Civil War veteran, he enlisted and mustered into federal service at West Chester, Chester County, as a private with Co. E, 12th Pennsylvania Cavalry (113th Pa), and honorably discharged with his company July 20, 1865.

He married Jane Elizabeth Stultz January 31, 1871, and fathered William S. (b. 10/25/71), Viola E. (b. @1874), John M. (b. @1876), Aletha M. (b. @1879), Heston M. (b. 02/28/81), and Estella V. (b. @1884). Cause of his death is listed as "rheumatoid arthritis."
