Prior to 1752, England and her colonies used the Julian calendar wherein March was the first month of the year, thereby the 9th month was November rather than September as it is now under the Gregorian calendar.
Three months were given hyphenated years: 11th month January, 12th month/February and 1st month/March.
Hinshaw records the birth date of Phebe Scarlett as the 4th day of the 11th month 1722; the numerical to nominal date would be 4 Jan 1723.
