Mr. Kelley, a retired petroleum equipment engineer, was a lifelong resident of Hampton.
Survivors include two daughters, Claudia James of Virginia Beach and Charlotte Lilly of Easley, S.C.; four grandchildren and five great-grandchildren.
Services will be held in Hampton, Va., at the Lawrence B. Wood Funeral Chapel on Thursday, March 9, at 2 p.m. Interment will follow in Parklawn Memorial Park, Hampton, Va.
