Charles H. Chaplain was born in August 1867 in Sharpsburg, Washington County, Maryland to Jeremiah and Malinda (Lydia) Chapline. Charley was eight years old when his father died. The following year his mother married William Frew, the widower of Malinda's twin sister, Matilda, who had died a few months prior to Jeremiah in 1876.

By 1880 Charley and his family had moved from Maryland to Pennsylvania. The 1870 U.S. Federal Census revealed that Charley's mother could not read or write which might explain why he and his brothers spelled their surname differently from their father.

In 1892 Charley married Juniata Thompson. They had four children. According to the 1900 U.S. Federal Census Charley worked as a coal miner. Charley died in August 1904 at age 36. He is buried near his mother and step-father.

In 1906 his widow, Juniata, married Fred J. Brooks.
