He was born in Gordon County, Georgia, the son of William Franklin Kelley and Nancy Catherine Horton. at a young age, he moved with his family from Gordon County, Georgia to Izard County, Arkansas. Life in Izard County was not simple for Joseph's family. In fact, as a man in his young 20's he lost many members of his family, including his mother to Tuberculosis. He was married June 28, 1903 in Izard County to Tennie Walker, the daughter of Newton Jasper Walker and Mary Elizabeth Scott. Two children blessed this marriage, Eule Cletus Kelley was born April 5, 1903 and Jasper Franklin was born January 8, 1909. These two precious boys lost their mother between the census of 1910 and in 1912 when their father remarried. A death certificate cannot be found sue to the fact the Arkansas began keeping vital records on a state level in 1914. According to a daughter of Joseph's second marriage, Tennie Walker Kelley died from a ruptured appendix.
Shortly after Tennie's death, Joseph Gordon Kelley met Bertha Elizabeth Langston. They fell in love and married on September 6, 1913 in Izard County, Arkansas. She was the daughter of William Smith Langston and Mary M. Blankenship. Four children blessed this union: Mary Elizabeth, Melvin Lorenzo, Bonnie Lucille, and Daniel Franklin Kelley. The family left Izard County eventually and moved to a place in Bunney, Arkansas which is in Craighead County, Arkansas.
The family home didn't have electricity and Joseph never drove a car, but Joseph and Bertha instilled the values in all of their children of hard work and love of family. Joseph died December 21, 1951 and Bertha Langston Kelley died on August 16, 1964.
