Eule Cletus Kelley was born on April 5, 1903 in Izard County, Arkansas. He was the son of Joseph Gordon Kelley and Tennie Walker. He had a brother named Jasper Franklin Kelley and four half sibling from his father's second marriage. They are Mary Catherine Kelley, Melvin Lorenzo Kelley, Bonnie Lucille Kelley, and Daniel Franklin Kelley.

He was only about seven years old when his mother died from a ruptured appendix. His father remarried on September 6, 1913 to Bertha Elizabeth Langston. His father and his new wife went on to have four more children.

Eule was married twice. The first marriage was to Ellen Vaught on September 9, 1920 and the second was to Maude Ann Langston and took place in Craighead County Arkansas on October 25, 1924. Maude was a first cousin to his stepmother. Eule and Maude never had any children, but were married for 58 years before Eule passed away on July 21, 1983. His cause of death is listed as Cerebral Vascular Accident.

Eule was laid to rest in Stanfield Cemetery in Dunklin County, Missouri.
