The son of Samuel and Romanzy Nicholas Liggett graduated in Law from the University of Virginia. During the Civil War he served in Ashby's Cavalry and among his papers is a note from Ashby commending his courage. Post War he represented Rockingham in the Virginia House of Delegates. He was a lawyer of exceptional ability, a writer, and orator. Jacob Liggett was a Freemason and a member of the Sons of Temperance.
