Jeff was the son of John Arthur 3rd and Mary Griffith Arthur, husband of Sophia Jennings Arthur, brother of Billy, Jess, Dow, Eppie, Charlotte, and Molly, father of Eric,John Terrell, Rua, Eppie Valera, Noble, and Paul Grady. He and Sophia had 2 children that died in childhood, Mary Susan and Alethia Georgia.
He was one of the leading merchants in Saltillo until his death at the age of 65. He had suffered a long illness and was in declining health and was attending the funeral of his sister-in-law, Mrs Lester French, when he became very ill and had to be rushed to the Mt Vernon Sanitarium.
His sons followed in his footsteps as merchants and businessmen and his son Rua Arthur owned the drugstore and Post Office until his death in 1981.
