Thomas was the first of seven children born to William Bowen and Matha Thomas in St. Davids, Wales. He immigrated to the US in 1882. First arriving at New York and eventually setteling in Dexter, Oregon where he worked as a farmer. He married Mary Jeanett Grffith in Dexter, Oregon in 1887. Seven children were born to this union.
