Born in what was then rural Dallas County and is now DeSoto, Tom Parks lived his entire life within a half mile of where his father Curtis and mother Amelia completed their first cabin in 1847. [Some of the family immigrated in that year, but Curtis, and possibly some children, had come to Texas in around 1843 to begin his claim process the Peter's Colony in present day southern Dallas County. He then returned to Indiana to bring his family overland to North Texas - according to records in the Texas General Land Office in Austin.]

In 1871 he married Miss Texana Christian who was from a family that settled in Texas during the days of the Republic. According to records in the Texas General Land Office, her parents, Thomas J. and Jemima Jane Tuttle Christian, immigrated from Kentucky in 1840 to Red River County.
