Daughter of Jacob "Jake" and Nancy E. (Gough) Caudle, twin sister to Manervia Jane Caudle Parker. Permelia also went by Melia (per marriage certificate and husband death certificate), as well as Amelia.

On June 21, 1891 she was united in marriage with James Isaac Cline in Forsyth County, North Carolina. To this union 6 known children were born to them. They are:

Nannie L. Cline Wilson 1894-1926
