William was the son of Philip Howard and Rachel Campbell. He married Maude " Polly " Foy Dec. 1874 in Graves Co. Kentucky. Willaim spent some time in Benton Co. Arkansas. By 1893 he was in Jefferson Co. Ok. In 1907 William went to New Mexico and Homesteaded there. In 1912 he came to Childress Co. where he farmed and lived out his remaining years.

additional children: Philip Artel Pearl Howard b. 02 Mar 1891, TX and d. 26 Jul 1968, Littlefield, TX. Their last child was Effie Mildred Howard b. 03 Oct 1903, Terral, Indian Territory, OK and d. ?? mar. Edward Ross Mills.
