He was born in Westminister, Middlesex, England to parents Charlotte Maria Long, age 36, and Thomas Elliott, age 41. His Baptism took place on 10 August 1824. They lived at New Court, Tothill and his father is listed as a silversmith. He married Mary Ann Stevenson by banns on 8 September 1845 in Sheffield at the age of 21/bachelor. He died on 27 March 1886 in Sheffield, Yorkshire, ENG.
