Winfred Finis Bates was born January 1, 1883 in Uvalde, Uvalde County, Texas, to Balis Anderson Bates and Sarah Frances Prather. He was married to Arah E. Bates in about 1918. Winfred stood 5ft. 8 1/2 in. tall, had blue eyes, brown hair and a fair complexion. He had been a REGULAR RANGER from 1902 to 1905 as a sergeant in Company A. He was a criminal officer, enlisting in Shelby County, Texas. He had enlisted as a SPECIAL RANGER on August 18, 1905 and was attached to Co. D. I could not find when this enlistment ended. Winfred had also enlisted in the Arizona Territorial Rangers from July 1907 until November 1907.

He was an oil operator in Houston, Harris County, Texas. In government service, he was in the Panama Canal Zone, while the Canal was being constructed. He also worked in Brazil on railroads. He returned to Texas in 1912. Winfred was a traveling salesman for Texas Oil Company in Brownsville, Cameron, County, Texas, in 1912. Also in 1912, he was the transportation superintendent for a Mexican subsidiary of Standard Oil, later was a special officer for the Texas Company. He apparently joined (the) Houston police department. Winfred enlisted in the Texas Rangers as a REGULAR RANGER from March 29, 1915 until June 15, 1915 as a private in Co. C. He transferred to Co. B, April 1, 1915, then resigned.

In 1915, he was the paymaster for Standard Oil of Louisiana. In 1916, he was oil promoter with headquarters in San Antonio, Bexar County, Texas. In 1920, he was a pipeline manager, living in Fort Worth, Tarrant County, Texas. In 1930, he was a pipeline right-of-way agent in Tulsa, Tulsa County, Oklahoma.

Winfred Finis Bates died October 27, 1969, in San Antonio, Bexar County, Texas. He was buried in Rose Hill Memorial Park, in Tulsa on October 31, 1969.
