Emily was born Sep 25, 1898 in Wandsworth (London), England. Her father, William J. Shewan (1867 - 1947), was born in Belhelvie, Aberdeenshire, Scotland. Her mother, Elizabeth Collins Dance Shewan (1869 - 1952), was born in England. Emily's family called her by her nickname, "Cissy."

On Feb 7, 1920, Emily married Arnold Shepherd (1893 - 1977). They had four children:

* Norma Joan Shepherd Miller (1921 - 2001)
* Edward Victor Shepherd (1923 - 1998)
* Jean Shepherd Snell (1925 - 2017)
* A daughter (still living)

Emily and Arnold emigrated from the United Kingdom to the United States, but traveled separately. Emily departed Southampton, England on Dec 21, 1921 on the ship S.S. Caronia, arriving in St. Albans, Vermont on Dec 29, 1921. Accompanying her on the voyage was her 16-year old brother, Walter Shewan (1904 - 1987). Arnold traveled to the United States by a separate route.

Emily and Arnold initially settled in Erie, Pennsylvania, where her father and elder brother had settled when they arrived in the United States in 1911. Arnold and Emily moved their family to Buffalo, NY sometime before 1931 where their fourth child was born, and then moved to the Harrisburg, Pennsylvania area either in the late 1930s or early 1940s. During World War II, Emily raised the children while Arnold worked as a civilian at an Air Force Base in Richmond, Virginia, returning to Middletown, Pennsylvania (a town nine miles southeast of Harrisburg) in 1945.

Emily died on 20 Feb 1965 at age 66 in Harrisburg, Pennsylvania. Her obituary was published in the Harrisburg, Pennsylvania The Patriot on 22 Feb 1965 on page 10.
