Ruth Blair was the daughter of Ernest John Percy and Lucy Temperance Veale Percy of Iantha, Missouri, where Ruth was born November 11, 1909. She was descended on her father's side from recent immigrants from Wiltshire in England, on her mother's from several old pioneering American families including that of Daniel Boone, who was her great-great-great-great grandfather. Educated at Lamar High School and Fort Scott Business College, Ruth moved to Tulsa in the 1930s, where she met Clarence Ival Blair of Washungah, Oklahoma, a recent college graduate who was working for the WPA. They married in 1938. Moving to Wichita in 1940, they bought a house at 1641 South Washington, where they lived until the 1980s when Clarence died.
Following her husband's death, Ruth moved to the Dallas, Texas, area to be near her sons and their families. She lived the balance of her life there, close to her four grandchildren and greatly loved for her unfailing cheerfulness and kindness.
