Gail Graber was born the seventh child of Kit Carson Graber (1875-1962) and Iva Mae McKeehan (1879-1950). He grew up on his father's farms in both Iowa and North Dakota before moving with his parents and siblings to Albany, Linn Co., Oregon in 1936.

When World War II began, Gail enlisted in the U.S. Navy. During the war, he served in the Aleutian Islands fighting the Japanese attacks and occupation there. Following the war, and while in Nebraska, where the Navy had a large presence, Gail met Margaret Mary Richards (1921-2006), whom he married on the 2 March 1946 in South Sioux City, Nebraska.

Following their marriage, Gail and Margaret moved to Albany, Oregon where they had four children between 1946 and 1961: Gary, Richard, Linn, and Kevin. Although he returned to civilian life following the war, he was called back to active duty in the Navy during the Korean War. He served as a CEPC, or "Construction Electrician Powerlineman Chief." In 1951, he and his family lived in Guam for a year before returning to the United States.

After retiring from the Navy, Gail worked for a local Power Company in Oregon, which he did until his retirement. Gail passed away in 1996 in Albany, Oregon. He was survived by his wife, four children, and six grandchildren.
