He was born February 25, 1909 on the family homestead in Regstad Township, McHenry County, the son of Peter N. and Mathilda (Hanson) Regstad. He was reared and educated in Regstad Township. He helped on the farm and hauled grain and gravel for a time. He entered the US Army and served during World War II. Upon his discharge, he farmed for a few years and later moved to Minot. Palmer worked construction for several different companies and worked on many missile sites. He also worked construction in Washington and Alaska for a time. Following his retirement he wintered in Mesa, AZ.
He was a member of the Moose Lodge since 1961 and played on the pool league there. He was also a member of the American Legion and the Senior Citizens, both of Minot and attended Our Redeemer's Lutheran Brethren Church.
He was preceded in death by his parents and sisters, Evelyn Regstad and Lucille Parkansky.
