James Monroe came to Rusk County, Texas from Lawrence County, Alabama around 1850. He married Martha Emaline Birdwell Howell on 7-29-1850 in Rusk County. He, Emaline and her son, William Howell (age 4) were enumerated in the 1850 Rusk County Census. By 1860, they were living in Titus County, Texas. They are enumerated in the 1870, 1880 and 1900 censuses of Wood County, Texas. His occupation was farming.

James Monroe served in the Texas State Militia during the Civil War and was a guard at Camp Ford, the Confederate Civil War Prison in Tyler, Texas.
